You are right: the definition of short word is not correct. It is a short
syllable preceded by 0 or more consonants.
The extra tests in Step 2 having found 'alli' have been removed, and put
into step 3. Step 3 now repeats two of the suffix tests from step 2. It
looks strange but is much better. 'rationally' now stems to 'ration'.
I will commit these changes to the website shortly.
